An icing condition caused both engines to fail at FL410 en route Dallas-Kansas City. The pilots did not restart the engines during an emergency descent, resulting in an impact short of the runway. Both engines flamed out in icing conditions at FL410 en route Dallas-Kansas City. Engines not restarted on emergency descent. Impacted the ground short of runway 34.
